The Animal Services Division is hiring one (1) Compliance Program Supervisor to join the team!
The Compliance Program supports the Animal Services Division by conducting comprehensive investigations of reported violations and performing field enforcement to ensure compliance with state animal health and livestock inspection regulations.
The Compliance Program Supervisor oversees investigative staff and all compliance activities to facilitate investigations, finalize all investigative reports, recommends appropriate enforcement actions, and resolve complaints. This position works independently on all aspects of formal compliance cases, including the preparation, development and completion of civil actions, civil infractions, placing hold and quarantine orders, and other such compliance actions.
Note: This position is approved for a home-based office, and travel is an expectation to perform the duties as assigned with a state vehicle.

Include, but not limited to:
Plans, assigns, coordinates, supervises, and monitors investigations: maintains assignment and production records.
Oversees, instructs, and provides guidance and expectations to investigative staff.
Mentors, coach, and counsels assigned staff and ensuring training needs are met.
Conducts preliminary review of alleged violations involving division laws and rules to establish validity of claims and complaints.
Reviews and approves documents, reports, and correspondence to ensure accurate content.
Determines appropriate investigative strategies, and enforcement actions in coordination with program managers, Operations Director, Division Coordinator. State Veterinarian, and Assistant State Veterinarian.
Ensures field enforcement procedures are practiced in a safe and legal manner.
Monitors commissioned officer training requirements.
Establishes and maintains effective working relationships with local, state, and federal agencies, industry associations and stakeholder groups.
Completes professional comprehensive reports, outline facts, establishing culpability, and identify victims, witnesses, and suspects.
Conducts witness and suspect interviews.
Prepares court documents and orders.
Testifies in court or hearing as directed by the prosecutor or Assistant Attorney General.
Conducts surveillance activities and inspections of livestock, poultry, and paper documents at public livestock markets, residential farms/ranches, and other locations within the state to ensure compliance with WSDA livestock and poultry regulations.
Inspects incoming and outgoing paperwork at public livestock markets to ensure animal health regulations are being followed; Verify the appropriate tests and vaccinations are completed at the public livestock markets before the animals are released.
Performs spot checks on entry permits and animals destined to restricted holding facilities or slaughter facilities to limit diversion en route.
Conducts inspections at rendering plants and inspect independent haulers.
Provides real-time, corrective compliance by educating stakeholders and producers on Washington’s livestock and poultry regulations.
Facilitates team meetings, lead discussions, and provides program performance data as necessary.
Analyzes the program for efficiencies, costs, and staffing.
Reviews staff equipment requests and evaluate for purpose, value, and necessity.
Develops, evaluates, and updates program action plan in support of agency goals and strategies.
Administers program systems, applications, and providers.
Work with the communication office to advance work group efforts and capitalize on program achievements.
Represents the program during field activities and industry events.
Completes general division activities to include, but not limited to: general email correspondence, rules review, education and outreach, staff payroll submissions, division related training, and program reports.
Educates stakeholders and producers on Washington’s animal surveillance activities; participates in livestock advisory board meetings and acts as a spokesperson for the program at industry meetings and conferences.
Prepares and keeps current program presentations.
Present state animal health and livestock inspection regulations training to law enforcement counterparts upon request.
Attends weekly division meetings and briefings, and prepares weekly program highlight reports.
Who should apply? Professionals with:
A bachelor’s degree in animal science, police science, agriculture, or other related field. Experience may substitute on a year for year basis for the degree.
Two (2) years of experience leading or supervising staff.
Training or experience in conducting comprehensive investigations and requirements needed to develop a case that satisfies legal requirements.
Prior law enforcement experience, and be qualified to receive a limited law enforcement commission from the Director of the Department of Agriculture.
Must be able to obtain and maintain a valid driver’s license to travel on behalf of the agency.
In addition to the above qualifications, the following knowledge, skills, and abilities will make a candidate highly desirable:
Proficiency in Microsoft applications.
Possess leadership skills, knowledge of personnel management principles, and demonstrates the ability to work in a diverse and sensitive political environment.
Knowledge of livestock and the livestock industry.
