Job Description :
The Montana Department of Public Health and Human Services (DPHHS) has an exciting leadership opportunity within the Early Childhood Development and Support Division.
The Early Childhood and Family Support Division (ECFSD) provides coordinated services and resources to promote the well-being, health, and development of children, individuals, families, and communities. ECFSD’s programs promote and provide early care and education, food security and nutrition education, violence and neglect prevention, family support, and preventive health care. The division is comprised of three bureaus and operates over 30 different programs — from prenatal to adult.
This position is the Division Administrator ECFSD and reports to the Economic Security Services Executive Director of the Department of Public Health and Human Services. The Administrator serves in a critical agency and community role. This individual must have a passion for and experience serving children and families through sound operational and program management. Additionally, they must possess a genuine commitment to cultivating and nurturing collaborative, working relationships in the department and with community stakeholders.
The Administrator provides leadership and direction to the division including planning, developing, and implementing a comprehensive statewide early childhood system. Specifically, they work to ensure that the division’s programs align with, and support children, youth, and families served by the Department including establishing goals, objectives, and priorities for division activities; designing and implementing service delivery strategies; promulgating rules and advancing policies; executing changes in the early childhood system; and implementing continuous quality improvement practices while assuring compliance with state and federal regulations. To ease administrative burden on regulated entities, the Administrator must be committed to consistently evaluating and improving business processes, as well as conducting significant licensure and regulatory reforms.
The Administrator exercises direct oversight of 8 employees. The Administrator oversees a Division of approximately 102 employees.

Qualifications:
What You Can Offer Us
Knowledge of complex systems of early childhood and youth services, including developmental milestones, early care and education, family support, mental and behavioral health, developmental disabilities, health care, and other health-related service systems.
Knowledge of fundamental management concepts and practices including goal-planning, organizational planning, program planning, and evaluation and policy development.
Ability to identify and cultivate mutually beneficial associations with key stakeholders to accomplish organizational goals and objectives.
Ability to analyze and make difficult decisions and persist when confronted by obstacles or adversity.
Meet minimum qualifications:
Bachelor’s Degree in a Health/Human Services field, Early Childhood/Education, Public Administration, Business, or other related field.
Minimum five years of progressively responsible management and leadership experience.
Minimum three years of senior-level management experience for large programs with substantial staff and budgets and specific experience in administration of child, youth, family, health programs.
Other combinations of related education and experience may be considered on a case-by-case basis.
Preferred qualifications include:
Master’s Degree in a Human Services related field.
