The Washington Department of Natural Resources (DNR) and United States Forest Service (USFS) are increasing the pace and scale of forest health treatments and restoration projects in Washington’s forests through the mutual benefits of the Good Neighbor Authority (GNA). The authority allows for a variety of projects including mechanical treatments, prescribed fire, aquatic restoration, planning, surveys and monitoring, timber sales, road decommissioning, planning, habitat restoration, and more.
In Washington, the GNA can provide opportunities to:
Reduce hazardous fuels that contribute to increased wildfire risks to state, federal, and private resources and human life
Increase Washington forests’ resiliency by reducing insects and disease
Strengthen broad, mutually-beneficial federal and state partnerships to increase coordination and planning opportunities
Increase economic opportunities for communities near natural resources and forests
The Good Neighbor Authority (GNA) was authorized permanently by Congress in the 2014 Farm Bill to allow state agencies to enter into agreements with the USFS and Bureau of Land Management (BLM). The GNA authorizes the State to act as a trusted agent of the federal government to accomplish a variety of forest, range, and watershed restoration services on the National Forest System (NFS) with the additional benefit of utilizing state mechanisms to implement projects.
Duties
Responsibilities: The Federal Lands Unit Forester’s responsibilities include performing professional field activities related to conducting restoration services on U.S. Forest Service (USFS) or Bureau of Land Management (BLM) lands authorized under the GNA. This position assists the Colville National Forest and NE Region’s Federal Lands Environmental Planner 3 in the development and maintenance of a dynamic 5-year forest restoration and management plan for commercial timber harvest and non-commercial restoration activities in the work unit. Additionally, this position acts as the project manager in the implementation of the dynamic 5-year forest restoration plan for the work unit. This involves collaboration with the lead agencies, organization, and monitoring of projects schedule, ensuring all staff are aware of any necessary program/plan adjustments. In coordinating with these various specialists, programs and other federal entities, the Unit Forester will receive assessments, recommendations and inputs that can be used to draft, finalize and alter the forest management plan. Coordinates with USFS, BLM, or other federal agency’s support staff. Throughout the unit, this position works with external sale purchasers and their appointed harvesters to ensure unit deliverables of 5-year plan are met. In coordination with direct reports and other Unit staff, completes project design and layout with input and support of USFS, BLM, and other agency specialists. Coordinates and/or conducts compliance activities within assigned unit, making adjustments where necessary to cover high work load times, leave, or other issues. Ensures lead agency objectives are met. Works to resolve sensitive resource issues with a variety of partners. Develops and fosters collaborative partnerships with diverse internal and external stakeholders to find creative and innovative solutions. This position directly contributes to the goals and strategies of the Forest Health & Resiliency Division and Washington’s Forest Health 20 Year Strategic Plan, partner federal strategies such as Shared Stewardship, individual Federal Land and Resource Management Plans, and the department’s overarching Strategic Plan.
Qualifications
Required Qualifications:
A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource management or closely related field AND two years of related experience. OR a combination of education and experience equivalent.

Conditions of Employment:
A valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Position’s assigned duty station is the Loomis Workcenter – however, due to the large area of coverage of the Colville National forest, this position may be authorized to telecommute from home. This position may work remotely in U.S. Forest Service or BLM District offices, DNR work centers, and the DNR Workcetners as needed. Position requires both office (80%) and field (20%) field work. Incumbent must be able to traverse uneven terrain in all weather conditions.
Requires travel outside of the region for meetings, duty assignments, training sessions, and fire assignments and includes state-wide travel and potential interstate travel. Travel to various meeting locations state-wide or interstate is estimated to be 50% of the incumbent’s time.
Employees of the Department of Natural Resources (DNR) are required to be fully vaccinated against COVID-19 as a condition of employment. This position is based in an office/fieldwork setting and requires in-person attendance/interactions with no option for full-time telework. Desired Qualifications:
A thorough knowledge of federal policies and procedures implemented under the USFS and other federal agencies, including the National Environmental Planning Act (NEPA), the Agricultural Act of 2014 (2014 U.S. Farm Bill), and other federal policies typically associated with implementation and planning of federal projects.
Working Knowledge of:
Environmental planning principles, techniques, current trends, environmental laws, policies and programs concerning all phases of State resource development.
Governmental administrative structure at local and State levels;
Environmental, social and other problems affecting development of local and State environmental resource programs.
NEPA process and requirements.
Methods and objectives of urban and natural resources planning.
