Grant and Contract Support Specialist, PSS3-AS

Position Overview:
Under the general direction of the CASE Executive Director, the Grant and Contract Support Specialist is responsible for performing diversified and complex administrative, financial, and pre and post-award budgetary functions in support of departmental/college activities, to include both responsibilities for both restricted and unrestricted departmental/college funds.
Responsibilities:

Provide assistance in the management of all pre-award administration, to include, but not limited to, advising Principal Investigator (PI) of sponsor guidelines, participation in application assembly, budget preparation, faculty guidance, e-submission processes, Rowan required paperwork, etc. and other administrative requirements for the submission of all federal and non-federal grants and contracts
Assist in conjunction with department staff with managing all phases of post-award grants and contracts administration, to include monitoring budgets and expenses, and of reporting requirements, and technical assistance including budgeting.
Work with the PI and staff to resolve problems and to optimize the use of funds as required
Assist faculty in finding possible funding opportunities in coordination with OSP
Coordinate pre-award submission activity for the departments in the College of Education
Monitor post-award activities to ensure adherence to sponsor guidelines and all reporting requirements are met and inform PI on budget variances
Oversee changes to award budgets and the submission of the necessary paperwork for approval of such actions in consultation with the PI
Assist and participate with OSP in award termination process to close-out accounts, and notify PI of final status
Monitor operating expenditures for compliance, prepare monthly variance-to-budget reports, departmental voluntary and mandatory cost sharing, and advise the PI on reconciliation actions
Responsible for the process of initiating and submitting payroll personnel action forms related to transfers, funding changes etc.
Provide assistance to the processing of consultant agreements, travel vouchers, purchase orders, reallocation of expenditures, and other expenses
Provide individual and college-wide training sessions and assistance on how to organize and write a grant proposal and manage a funded project.
Maintain a strong working relationship with the OSP staff, college staff, and faculty involved in writing grant proposals, and contacts with entities with which the College of Education has sponsored projects, contracts, and subcontracts.
Perform other duties as required.

Required Qualifications:

Bachelor’s degree in Business Administration, Finance, Accounting, or a related field.
Two (2) years of relevant professional experience, or equivalent, preferably in an academic/higher education environment.
Demonstrate ability to analyze and interpret financial documents, such as system reports, at both account and summary levels.
Proficiency with Microsoft Office applications (Word, Excel, Access and PowerPoint), or similar software applications. Knowledge of enterprise financial products.
Excellent interpersonal skills (verbal and written) needed to present and communicate effectively with all levels of management.

Salary:

Range P21 (Step 1=$58,031)
