POSITION SUMMARY:
Primarily responsible for all aspects of hiring at MEA, MESSA and MEA Financial Services, including postings, recruiting, testing, interviewing, and onboarding. Make hiring and pay recommendations, based on organization standards. Respond to requests for all leaves including FMLA, involuntary medical, voluntary and bereavement leaves. Evaluate eligibility for accommodations under ADA. With the guidance of legal counsel, interpret and apply union contract language to all bargaining unit vacancies. Under the direction of the Human Resources Director, maintain compliance with state and federal laws, collective bargaining agreements, EEOC guidelines and regulations, and Affirmative Action policies. Provide research assistance during investigations, prepare/review and analyze personnel policies and procedures, ensure uniform and equitable application and implementation of policies, procedures/rules and regulations, and collective bargaining agreements. Participate in contract negotiations as well as administering the seven union contracts at all 3 companies. In collaboration and counsel with the Director of Diversity, Equity and Inclusion, the Human Resources Generalist will work to create and sustain equitable and inclusive attraction, hiring, and retention systems and practices.
While performing the duties of this job, the employee is regularly required to work in a stationary position, move about the office spaces, operate computers and other office equipment, and communicate effectively with internal and external parties. The employee will occasionally move materials up to 20 pounds.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
Test, screen and interview candidates for vacancies at MEA, MESSA and MEA Financial Services; includes assisting with the development of interview questions and make pay and hiring recommendations, ensuring laws, regulations, and labor contracts are followed.
Remain current with state and federal leave laws in order to respond to requests for all leaves, including FMLA leave, military leave, involuntary leaves, extended disability leaves, voluntary leaves and bereavement leaves by ensuring consistent applications while remaining in compliance with all federal, state, FMLA and ADA leave regulations.
Prepare, review, analyze and evaluate job reclassification and new job description requests for support staff and management, including writing new descriptions and/or revising current job descriptions and classify them in accordance with job classification studies and labor contracts.
Meet with employees to evaluate and determine eligibility for accommodations under ADA and ensure employer compliance with all ADA and EEOC regulations.
Implement and update policies and procedures. Interpret contract language for seven bargaining units, based on advice and recommendations from legal counsel. Inform and educate managers/supervisors on their responsibilities related the contracts and policies and procedures.
Counsel managers/supervisors on discipline. Assist the Human Resources Director in making recommendations for performance or other management actions.
Participate in labor negotiations.
Stay up to date and remain in compliance with posting requirements of state and federal laws at headquarters and all field offices.
On-board employees, including issuing hire letters, process employment paperwork, conduct orientation and track trial/probationary periods.
Implement and schedule yearly trainings that advance the organization’s strategy and advance and enrich employees.
Manage all workers’ compensation injuries and claims.
Coordinate the MEA Scholarship Fund program, including overseeing the application selection process and organizing the annual golf outing event.
Prepare, review, enforce and analyze personnel policies and procedures.
Conduct exit interview for all retirement and resignations.
Promote and support organizational efforts to maintain a diverse, equitable, and inclusive environment where employees of all backgrounds can grow and thrive.
MINIMUM QUALIFICATIONS:
Bachelor’s Degree from a four-year college or university; or one to two years of related experience and/or training; or equivalent combination of education and experience.
Minimum of five years of human resources related experience.
Certified Family Medical Leave Act Specialist preferred.
Knowledge, Skills and Abilities:
· Proficiency with Microsoft Office applications.
· Willingness to grow and demonstrate cultural intelligence within themselves and their professional practices.
· Excellent written and verbal communication skills.
· Ability to interpret and apply applicable laws, rules and regulations, under the direction of the Human Resources Director.
· Ability to demonstrate strength in interpreting rules, guidelines and union contracts, and applying them appropriately to make decisions and respond promptly and efficiently.
· Problem solving, critical thinking and decision-making skills.
· Ability to analyze data and make valid recommendations to all levels of management.
· Knowledge of diverse human resources disciplines and employee/labor relations.
· Ability to build positive partnerships and work collaboratively with teams.
· Ability to interact and form strong relationships with all levels of the organizations, including union leadership and governance.
· Capability to resolve conflict over sensitive or complex issues, and understand the “big picture”.
· Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, union leaders, staff members, governance leaders/members.
· Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
· Maintain the highest degree of confidentiality.
· Experience with collective bargaining.
· Ability to travel to field office locations throughout the state of Michigan to conduct employment interviews and/or evaluate work settings for purposes legal/contractual compliance.

Pay: $90,204.00 – $99,941.00 per year
