The Departments of Neurological Surgery and Neurology has an outstanding opportunity for an Administrator of Operations. Payroll & Leave Management 50%
This position is responsible for managing the annual $45 million-dollar payroll units in the Department of Neurology and Neurological Surgery by independently performing statistical and data analysis, making financially sound decisions, proposing creative solutions, and creating departmental controls and procedures.
Exercising independent judgement and advanced accounting skills, the payroll specialist researches a variety of payroll and leave problems/questions and proposes successful and fiscally responsible solutions ensuring financial stability across the departments’ budgets.
Manage all compensation structures, policies and procedures; analyze, recommend and make changes in compensation and distributions including X/Y/Z salary shifts, costing allocations, hospital funding, and physician allotment funds.
Works with faculty and staff on leave options and educates them/supervisions them on FMLA, PFML, unpaid leave of absences, permanent FTE changes, and other leave options based on the corresponding employment unit (faculty, classified staff, professional staff and/or post-doctoral scholars).
Reports and Analysis 20%
Develop and implement centralized tracking mechanisms to monitor and report on the status of all payroll components and compensation elements for 300+ faculty, staff and trainees.
Prepare reports, financial statement information, and perform comparative analysis
Lean Process Improvement 20%
Develop strategic plans and internal controls and policies for goals for payroll and leave management by independently conducting in-depth analyses to generate improvements and ensure best practices to meet UW, State and federal regulations
Create, develop and implement training programs for the department for best practices around related to payroll and leave management; train department managers, staff and trainees; develop and update how to guides and other documents on the Departments’ intranet pages and internal standard operating procedure repository.
Identify departmental needs, recommend changes, and design and implement improvements to workflows for payroll and leave management.
Responsible for training and providing updates to internal procedures and processes to other Department managers/supervisors, staff and trainees.

REQUIREMENTS:
The minimum level of education required: Bachelor’s Degree in: Business, Finance Accounting, or other similar field.
The minimum level of experience required: two years experience
Other Skills & Qualifications:
Lean process improvement experience and/or certification in Six Sigma Lean Process Improvement
Strong analytical and attention to detail
Excellent communication and customer service skills
Excellent problem solving skills
Knowledge of and familiarity with University policies, procedures, and systems (Workday, FIS, CTM)
Knowledge of Washington State employment law and University of Washington human resource, payroll, leave policies
Payroll, time and leave, HR experience in an academic setting
Some understanding of the fellow appointment and management processes within the School of Medicine at the University of Washington and relationships with outside institutions (Seattle Children’s Hospital, Seattle Children’s Research Institute, Fred Hutchinson Cancer Research Center, etc.)
Working Conditions:
The typical work schedule is 8a to 5p, M-F, but is not always fixed and workload does vary. The incumbent’s first responsibility is to complete tasks rather than keep to a fixed schedule. Flexibility in schedule and intensity of work is necessary.
This position requires up to 3 days of on-site work each week at one of the department’s clinical locations (HMC, UWMC, SCH). The number of days of on-site work each week is subject to change with department needs and the health recommendations from the UW.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
