Bellingham Technical College invites applications for a full-time classified Program Office Assistant for TRIO Student Support Services, located in the Campus Center Building. The position reports to the TRIO Project Director and is anticipated to start in September, 2022. The role of TRIO is to support first generation students, students from limited income households, and students with disabilities, in order to increase retention and graduation rates. The Program Office Assistant is an integral component of this work and serves as a key member of the TRIO team by providing administrative and program support. BTC’s TRIO program serves 140 students and assists them in successfully navigating barriers and seizing opportunities to actualize their education and career goals. This is accomplished through intensive support services which include summer orientations, coaching and peer mentoring, a dedicated TRIO lounge, career and academic planning, free 24/7 tutoring, financial aid and scholarship support, opportunities to engage in personal and financial wellness workshops, and cultural activities. Position Duties & Responsibilities

Point-of-contact within the TRIO office – greets and answers general inquiries in-person, by phone and email, provides college/program information to students, faculty/staff and the public;
Compose correspondence and printed materials related to program policies, procedures, and operations; edit materials for accuracy, appearance, readability, and style;
Provide support for TRIO application and intake processes;
Coordinate arrangements for program activities: meetings, schedule student appointments, events, field trips, and workshops;
Coordinate TRIO Student Ambassador team;
Student Outreach: contact potential and enrolled program participants using various modalities (phone, email, in-person, Zoom, texting);
Reconcile budgets, track expenditures; data entry/tracking with fiscal management systems, maintain file/database records and information using software (Blumen, ctcLink).
Maintain highly confidential participant records: student files (digital and electronic) and eligibility records;
Perform related duties as assigned.

Qualifications

Minimum Qualification & Essential Requirements:

High school diploma/equivalent, AND two years of full-time clerical experience; OR equivalent education/experience;
Demonstrated ability and commitment to support the success of individuals from diverse backgrounds, with varied academic abilities and social identities;
Experience with computer technology, including Microsoft Office applications (Word, Excel, Outlook), and databases.

A combination of experience and training that provides the applicant with the knowledge and skills to perform the job will be considered.
Preferred Qualifications:

TRIO experience (staff or alumni), lived experience overcoming barriers similar to the population to be served by TRIO, and/or experience working with the populations served by TRIO;
Demonstrates diversity, equity, and inclusion in all services and practices;
Fluent (reading, writing, speaking) in another language;
Strong computer and software skills using: MS Word, Excel, Outlook, Teams, Bookings; Zoom meetings; and digital file-management, databases, and learning systems (ctcLink, Canvas, MS Access programs);
Able to handle difficult situations – showing calm, resourceful, and creative troubleshooting and problem-solving;
Positive attitude and aptitude to handle change – including ability to manage quickly shifting priorities;
Advanced time management skills and ability to self-manage incoming requests and demands based on deadlines and requirements;
Detail oriented while working in a fast-paced environment with frequent phone/in-person interruptions; working independently and as part of a team to meet deadlines.
Physical Work Environment:
Typical office setting, which requires up to 7 hours per day of data entry using a variety of software; must be able to sit and stand for long periods of time; frequent need for oral, written and auditory communication; frequent use of computer and mouse; occasional stooping, bending, twisting and lifting up to 10 pounds; frequent finger manipulation, typing, grasping, repetitive motion; working in an open office environment that may be noisy at times and with frequent interruptions and distractions; frequent contact with co-workers, students, and the public.

Supplemental Information

Compensation & Work Schedule: Effective July 1, 2022, salary is in accordance with the negotiated agreement with the Bellingham Education Support Team (BEST), Range 6, $3,320 per month ($19.08 per hour, $39,840 annual), with annual increments to $4,192 per month ($24.09 per hour, $50,304 annual) after five years of BTC experience in this position. Position also receives sick, personal and vacation leave accruals, paid state holidays, and a Washington State insurance and retirement benefits package. The regular work schedule is generally Monday through Friday, 8:00 a.m. to 5:00 p.m. May occasionally require some overtime hours. The position will be expected to work onsite full-time with possibility of remote work in the future. Currently, candidate must be willing and able to work both remote and on-site. Bargaining Unit: The position has been designated as a bargaining unit position represented by the Bellingham Educational Support Team (BEST). TRIO Student Support Services is a five-year, grant funded program through the U.S. Dept. of Education, as mandated by the 1968 Higher Education Act. BTC’s TRIO project is one of 1,069 Student Support Service programs in the U.S.
that assists more than 202,000 students nationwide. As a grant dependent position, t
he TRIO Program Office Assistant is funded through August 31, 2025.
The TRIO SSS grant is expected to continue each fiscal year; however, the position may end if grant funding is not awarded in the future.
