Our Records and Disclosure (RAD) program area, within the Administrative Services Division (ASD) has a great opportunity for a leader skilled in collaboration with the ability to conduct complex, multi-dimensional research, and analysis.

The Records and Disclosure (RAD) program area is responsible for the primary records management, creation of agency forms, and public disclosure functions of the agency. RAD directly supports DOL’s purpose of helping every Washington resident live, work, drive and thrive by ensuring equal access to public records, while maintaining safeguards to ensure the privacy of the agency’s customers and data.

Duties

As the Records Manager you will provide leadership support to the agency Records and Disclosure Officer (RDO), the agency, and the Executive Leadership Team (ELT) by managing DOLs records, analyzing DOL records management practices, providing consultation, strategy development, research, recommendations, and coordination of strategic and long-range records management planning. As the subject matter expert (SME) we will look to you as we develop new policies or update existing polices. The knowledge you bring will be used to help reduce risk to DOL as you will be advocating for practical solutions to records retention and destruction. Some of what you will be doing:

Work with stakeholders to develop, maintain and strengthen relationships inside and outside the organization.
Serve as a back-up to the RDO in boards and work groups, such as WARIM, SAIT, and Data Governance Committee.
Assist the RDO with agency’s records and forms policies, procedures, and goals.
Regularly brief the RDO on key operational activities for awareness; when appropriate, collaborate or seek decisions.
Support Enterprise Risk Manager and Public Disclosure Manager in agency tort claim and litigation cases for record hold requests.
Provide leadership and direction for training and guidance to agency Record Coordinators.

Qualifications

What you will bring:

Four (4) years of combined education and experience in public or business administration, organizational leadership, law, library science or records management.

Experience Must Include:

Three (3) years of experience of lead or supervisory experience within a team environment in a highly complex organization, applying servant leadership and management principles.
Three (3) years of experience communicating effectively verbally and in writing.
Three (3) years of experience with Microsoft Office in Outlook. Word, Excel, and PowerPoint.
Three (3) years experience in written and verbal presentations; organization of materials to accurately convey information, recommendations, or assessments.
Three (3) years of experience identifying, understanding, and applying laws and best practices.
Three (3) years of experience conducting complex research and analysis.
Relevant experience with public records compliance (records management) including a demonstrated understanding of state and federal laws governing public records.
Relevant experience in internal customer service, providing consultation and collaboration with business partners and internal customers to resolve complex problems
Ability to conduct independent risk analysis.

Education to experience equivalency

Associate’s degree = 2 years

Bachelor’s degree = 4 years

Masters degree = 5 years

Additional things you may bring that will set you apart:

Demonstrated ability to apply records management best practices to structured and unstructured agency systems.
Ability to think strategically about how to leverage technology in an ever-changing environment.
Experience creating, researching, and analyzing policies, procedures, laws, rules, or regulations.
Understanding of agency litigation hold and disclosure process.
Knowledge of electronic and paper records management best practices.
Certified Records Manager (CRM), Certified Records Analyst (CRA), Certified Information Privacy Professional (CIPP), Information Governance Professional, or Certified E-Discovery Specialist
