Introduction

The Wisconsin Department of Natural Resources (DNR), Bureau of Facilities and Lands is recruiting to fill a Regional Land Agent and Statewide Review Appraiser vacancy. This position can be stationed out of our Fitchburg, Milwaukee, Wautoma, Plymouth or Madison office. Position Summary

This position is responsible for planning and directing Real Estate program activities in a geographic portion of a district, and duties and responsibilities specific to the real estate appraisal process across the state. This position will have statewide responsibilities in the areas of appraisal review, contracting, assisting with Department appraisal guidelines, and providing technical expertise on all matters related to real estate appraisals. This position will be expected to write or review appraisals for the purpose of establishing market value, determining offering prices, or documenting fair market value for grant award purposes. This position will have district responsibilities for negotiations on land transactions, relocation, real estate services to local units of government and nonprofit organizations for grant purposes, and to the general public, federal government entities, and tribes on state owned lands. Salary Information

Starting pay is $26 – $30 per hour ($54,080 – $62,400 annually).
Pay on appointment for current or former state employees is based on the State Compensation Plan. Current State employees applying as a transfer applicant will require DPM approval for pay on transfer increases.
This position is classified as a Real Estate Specialist – Senior in Pay Schedule/Range 07-03. A 12-month probationary period may be required.

Job Details

Employment will require the selected candidate to pass a background check. DNR does not sponsor work visas, thus, in compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. All state employees must report their COVID vaccination status, whether vaccinated or not and provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment. Qualifications

Please make sure to describe the following qualifications within your resume and/or letter of qualifications in order to be considered for this position:
Required qualifications include experience in ALL of the following:

Wisconsin Real Estate Law, such as researching statutes, administrative code, WI contract law, etc.
Appraisal techniques using the market, cost and income approaches
Landowner contact and negotiation techniques and procedures
Reviewing legal descriptions and real estate maps, such as land surveys, soil maps, topography and wetland maps, to make purchase decisions

Best-qualified applicants will also have the following preferred qualifications:

Real Estate Salesperson or Brokers License
Certified General Appraiser
Appraisal review experience
Interpreting real estate policies, laws and rules specifically for the State of WI real estate process
Knowledge or experience using DNR real estate management formats such as lease, easement and rentals
