In this position as the Human Resources Manager, you will resolve sensitive, complex, and difficult HR issues having a potential broad, and/or precedent-setting impact. Under the general direction of the HR Operations Manager, this position collaborates with all stakeholders to promote a culture that fosters and inspires excellence throughout the Washington State Department of Veterans Affairs.

Duties
Some of what you’ll be doing:
Under the general direction of the Human Resource Operations Manager, this position independently provides confidential, legally defensible, and sound senior level consultation, advice, guidance, and support to appointing authorities, managers, supervisors and employees (customers) regarding multiple and diverse HR issues and processes in the areas of performance management and just cause principles; investigations and disciplinary actions; employee supervision; labor relations; collective bargaining agreement (CBA) adherence, and the grievance process; conflict resolution; classification and compensation; diversity and inclusion issues; layoff process and rights; reversions and exempt returns; and leave management including family/medical leave (FMLA), shared leave and accommodation.
Consults with the assigned Assistant Attorney General (AAG) as necessary regarding legal implications.
Provide labor relations guidance to customers in partnership with the HR Operations Manager and State HR Labor Relations. Participates in grievance hearings and provides guidance and advice to management throughout the grievance process.
Coordinates with the centralized Recruitment team to identify, plan, conduct, and assess recruitments in compliance with agency policy and procedures.
Provides classification and compensation consultation. Conducts preliminary review and advises on the position allocation process in the creation/update of WGS, WMS, and EMS position descriptions for correct classification and appropriate language.
May serve as HR Operations Manager in the absence of HR Operations Manager.
Collaborates with peer HR Managers, planning, organizing, and implementing agency HR operations to ensure processes are established, consistent, documented, and maintained.
Completes HR-related reports as required or requested.
Complies with records retention and disclosure requirements for HR-related records.
Monitors unemployment claims and represents DVA at hearings and appeals as appropriate.
HR Manager supervises one professional HR Consultant.

Qualifications
Required Qualifications:
A Bachelor’s degree with focus on human resources or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent.
Five years of broad-based professional human resource experience, including facilitating organizational development or change, and advising and consulting on human resource issues, to include disciplinary actions, investigations, grievance hearings, and classification and compensation allocation requests.
Equivalent education/experience may substitute on a year-for-year basis.

Presents ideas effectively to diverse individuals and groups; absorbs new information, uses information to develop and communicate decisions.
Customer and Business Orientation: Develops and maintains effective working relationships with diverse customers; obtains needed information; works well with persons of diverse backgrounds; ensures that customers’ technical human resource needs are met.
Change Leadership: Is open to change and new ideas; adapts readily to new situations; uses existing tools and resources to do things differently and improve methods and outcomes within current assignment.
Teamwork: Assumes and shares responsibility; follows through on assignments in a timely manner; collaborates with team members.
Research and Investigation: Obtains, organizes, and maintains data to support research and investigation. Researches information from existing databases, sources, and procedures.
Preferred/Desired Qualifications:
SPHR/PHR certification or Master’s degree with focus on business, human resources, social or organizational behavioral sciences, or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent.
Three (3) years of professional human resource experience including assessing and facilitating solutions for human resource problems and issues.
