Job Description :
General ResponsibilitiesUnder the general direction of the Assistant Superintendent for Insurance Programs, the Workers Compensation Claims Manager is responsible for managing claims administration and claims personnel for the ESD 112 and ESD 123 workers compensation trusts. The Workers Compensation Manager will adjust, manage, monitor, and regulate workers’ compensation claims and ensure all claims are administered in accordance with the state industrial injury insurance laws and generally accepted claim principles and practices, established policies and procedures.This position is full time, year round, and may work remotely in Washington or Oregon (NW/Portland Metropolitan area).Starting September 1, 2022, the salary range will be $108,079.53 – $116,899.20.
Essential Functions/Other FunctionsEssential Functions:
Oversee all activities associated with the effective and professional administration of workers compensation claims.
Perform timely and accurate claim reviews, ensuring workers compensation adjusters are performing their duties in accordance with state industrial injury insurance laws and ESD 112 adopted policies and procedures for workers compensation claims.
Administer complex workers compensation claims.
When necessary, conduct appropriate investigations, make determinations of claim acceptance/denial, collect information for initial time loss and subsequent time loss, and ensure timely entry of time loss payments into the automated claims system to avoid penalties. Identify components that constitute a notice of claim..
Monitor claim assignments and adjuster caseloads, pull reports and prepare data related to claim assignments and trends.
Coordinate the recruitment, hiring, assignment, supervision, training, and evaluation of all workers compensation staff.
Work collaboratively with the Assistant Superintendent, the Safety and Loss Control Manager and the Fiscal Officer to support the mission of the ESD 112 and ESD 123 Workers Compensation Trusts.
Provide technical and administrative assistance to related to workers compensation issues for school districts in the ESD 112 and ESD 123 Workers Compensation Trusts.
Manage the Return to Work program and monitor activities associated with light duty assignments and efforts to control costs.
Other Functions:
Present workers compensation claims data at meetings and participate in new superintendent orientation meetings.
Attend meetings in districts to review workers compensation claims trends or to discuss loss control and safety measures.
Support loss control activities.
Prepare communication materials.
Other duties as assigned.
Minimum/Preferred Qualifications & SkillsMinimum Qualifications:
Ten years experience in workers compensation claims.
Bachelors degree or an additional 5 years (15 years total) experience in workers compensation claims.
Two years experience supervising employees.
Current certification as a Washington State Self-Insured Administrator.
Preferred Qualifications:
Bachelors degree and 10 years experience in workers compensation claims.
Five years experience managing workers compensation employees.
Experience working in a regional education service agency, a school district or for a self insured public pool or trust.
Current knowledge of case law, legislation, and general developments related to self-insured workers’ compensation.Working Conditions/Employment RequirementsWorking Conditions/Physical Requirements:
Office environment.
Travel as needed for successful delivery of assigned responsibilities.
Ability to climb ladders, move around in crawl spaces, walk on catwalks, inspect construction and/or hard hat areas, and work out-of-doors as necessary.
May be required to work flexible hours.
Employment Requirements
Successful completion of a criminal records and fingerprint background check through the WSP and FBI.
