About WSDOT Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world’s longest floating bridge, and recently completed the world’s widest tunneling project. The Washington State Ferry (WSF) system is an essential part of Washington’s transportation network with more than 1,800 employees working together to safely and efficiently carry nearly 24 million passengers a year! There are over 400 sailings each day on 9 ferry routes across Puget Sound and through the San Juan Islands, including an international route to Sidney, British Columbia. The Opportunity WSDOT is currently seeking a Director of Finance and Administration for Washington State Ferries. This position provides leadership and direction for the development and management of the operating and capital budget totaling 1.1 billion per biennium to support safe and reliable marine transportation. In this position you will be responsible for quality control of budget information provided to WSDOT Headquarters and legislative staff. This position also oversees accounting services, purchasing, administrative services, legal services and contracts management, operations budget, capital budget, program development, grants management, financial planning and analysis, fare setting process with the Washington State Transportation commission, and performance reporting and records management. What to Expect Among the varied range of responsibilities held within this role, you/the WSF Director of Finance and Administration will:

Direct the annual budget process for WSF and provides final recommendations to Assistant Secretary.
Provide leadership and direction to ensure effective budget coordination between departments within WSF and with the WSDOT Accounting and Financial Services. Develops and leads processes for development and monitoring of the budget.
Oversee development and management of the adopted operating and capital budget totaling 1.1 billion per biennium.
Develop strategic long-range planning of state and federal budget needs to ensure continuation of ferry service.
Serve as the advisor to senior leadership on all matters to do with grant and contract administration, accounting, and procurement.
Provide oversight and leadership to legal department including contract development and administration marine public works contracts, marine enterprise contracts, and marine consultant agreements. Work in close coordination with Attorney General’s Office to provide legal consultative services relating to risk and legal issues to senior leadership team.
Act as the appointing authority for personnel actions as delegated by the Assistant Secretary. Ensure effective and efficient management of the Finance and Administration department through the selection, development, and motivation of department employees.

Qualifications
To be considered for this opportunity, the following are required:

Ten (10) years of experience managing staff in a complex financial division.
Demonstrated experience in full accrual accounting and direct application of Generally Accepted Accounting Principles (GAAP).
Knowledge of complex budgetary processes with experience preparing and presenting budgets and forecasts.
Knowledge of Strategic Planning Principles and the ability to analyze data, prepare reports and make fiscal forecasts.
Knowledge of principles, practices, procedures, laws, and regulations regarding accounting and purchasing processes.
Management, leadership, and strategic planning principles.
Finance, budget, and programming procedures.
Advanced written, and verbal communication skills.
Experience in coaching, motivating and empowering employees.
Strong problem-solving skills.
Experience in making both strategic and tactical decisions.
Ability to make independent and timely decisions.
Proven ability to develop and maintain positive working relationships with all levels within the organization and with external partners.

It is preferred that qualified candidates also have:

Bachelor’s or Advanced Degree in Accounting, Business, Finance, or related field.
CPA.
Knowledge of State and/or WSDOT budgetary processes.
Experience in Change Management, LEAN or Six Sigma process improvements.

This position offers flexible/hybrid remote work options.
By issuance of proclamation, the Governor of Washington State mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. The salary listed for this position includes a legislative approved 5% premium for workers in King County.
